What about just using a vise? Depending on what kind of lock it is, you could probably even just use a clamp from the local hardware store to secure it to a work bench, table, etc.. I have no idea what kind of cut-away lock you have, so it's difficult to make specific recommendations. I have a tripik II stand for cylinders and it works great. I can't imagine it would be too difficult to make something similar yourself. Google the tripik stand and you can take a look. Again, this all depends on what kind of cut-away your talking about.
