Perhaps it would be wise to install 2 or more locks on the shutter to slow them down, then it wont matter what the shackle is made of. Or get hasps and padlocks that do not expose their shackles, perhaps have a welder or locksmith fit a hockey puck padlock hasp and a nice Medeco or Abloy puck lock.
Along with some lights and perhaps an alarm if there is power available to the structure. You said this is unattended and at the end of some road? What do you keep in there that is of such high value that people keep breaking in? Is this the best physical location for storing stuff someone would want to steal? Can you install a DVR and a couple cameras?
Without giving away the street address, would you mind posting a photo of the building/shed/container/structure? We may be able to give you much better advice than to nit pick over which padlock would work better, or which shackle material is better.
