What sort of Padlock is this? Picture attached

What sort of Padlock is this? Picture attached

Hi people,
The lock I'm trying to pic looks like this Image. The upper portion (the golden/brass circle) of the keyhole rotates. The motive is it denies me access to the terrace of my apartment complex. For reasonable security reasons they lock it up late in the evening, precisely the perfect time to grab photos of the setting sun and maybe some moon shots too. Security is a pain to deal with and this way just seems easier. I tried the basic paperclip tension wrench and pick. Only the wrench seemed to move 30 freely without any hold or pressure. I'm guessing there's something different about the keyhole? Any tips would be greatly appreciated.

Please don't take this the wrong way, but here we GREATLY discourage people picking locks that are not theirs or that is in use, and [especially] that prevent people from getting into a place that they do not have authorization to enter.

Please do not pick that lock.

True entirely an acceptable stance. I got quite interested in the process of lockpicking while trying to open this one. I'm no longer asking that you help me open this. But could some at least tell whats different about this type of lock?

PS I live at the apartment complex its not really unauthorized access, but still sorry got posting something against the rules of the board.
