That is the lock I have. I managed to rake it until the plug turned a whole 90 degrees, (maybe 80 degrees is closer), but the shackle still stays locked. Am I understanding lock picking wrong?

I don't know how much you understand about lock picking, but if the plug turned then the plug got picked. I happen to have one of those old Master Combination locks with a key override (not sure if that is the proper terminology or not) and when you pick the plug the shackle isn't going to pop up; you will have to pull it up manually. If you are trying to do that, it could be that it is old and broken. It would be better to show a picture of the actual lock you are trying to pick so that we can see it isn't on a locker and that it actually belongs to you. Can't be too careful, we don't want to help anyone who is doing something they should not be doing, like picking a lock that isn't theirs at a gym etc.
I have tried pulling the shackle to no avail, but then again, this lock is about 6 years old.
So do you have a Master lock or an American Lock? Your title doesn't match your imgur photo. If you do in fact have the American Lock that is in that photo, you may want to watch this video:
I have a feeling you need to turn the plug counterclockwise on this model, so just re pick it and tension it the other way.

I have a newer version of the imgur hosted lock you posted, the stainless wrap around the body has a flat side to you can only turn the key to the left (coutner-clockwise) I just picked it to the Left and it worked, only need to turn the plug from 12 to 10, then pull up on shackle.
Here's the pic of mine, and again, is your lock a Master or American Lock?

Just wondering, what kind of picks did you use?
I used that set, but the hook barely fits with the tension in.
