Closing a lock

I read somewhere that if you pick a lock twice in a row it is easier the second time because not all the pins are reset when you close the lock after the first time. I have two questions based on this.
1) Is what I read true?
2) If it is, how can you make sure all the pins reset before you pick a lock again?

Sometimes it is true, but usually just on the cheaper or more worn locks. To be sure all pins are reset, use your tension wrench to turn the plug the opposite direction you picked the lock.
