The guy who originally started NDE Magazine and owned the ndemag domain appears to have let it lapse recently so there is no longer an NDE website, but the issues are available around the net from various 3rd parties. I tried to buy the ndemag domain from him a few years back when he went underground due to his failing Kickstarter but he refused saying "it was his baby" and "he wanted to stay in control of it so it would never die".

I can't think of a specific place to download the issues offhand, but I've seen it in dozens of places over the years so I know it's out there. I'd suggest trying google search terms like "nde magazine download" "ndemag" "nde1.pdf" "nde2.pdf" and so on.
