Do you live in an apartment or something? You say tubular in the title, but you also say semicircle, so I'm thinking abloy. I don't see a situation where you own the washer, so you should call a locksmith, notify a building manager, or something like that. You shouldn't pick locks that aren't yours, and if it's an abloy, you wouldn't be able to pick it anyway.
