It sounds like your describing the part that acts as tension wrench on some tub. picks I've seen pictures of.

You're suppose to line that up with the key-notch, have you tried that?

Your pictures are a little fuzzy, but it appears that you have a lock without an internal notch pickup. try a bic pen, but don't throw away the ace pic, most of the tubulars are notched. You will start to see them around. something about that keyway looks like masters ten pin lock that is used on the street cuff. but its obviously a U lock sometimes called a D lock. definately push a bic pen tube on it to the bottom while letting the pen tube grip the center stem and giving a little bit of torque to bind the pins while you push down. if that doesn't work after a few pen barrels, try a carboard roll up, with a drop of water distributed around it to just lightly soften it up. Look at the key if you have it, if all the cuts are relatively deep, put the drop of water on the bottom edge, but if the cuts are some deep and some very shallow, you want to avoid letting the bottom edge of the cardboard get too wet, just brush the water along the edge of the cardboard before rolling it up, do not use more than a small drop.
