Both: Get a good solid high school education and take shop classes such as carpentry and welding if possible.
Other than that,
In B.C. you'll want to get on in a shop as an apprentice, and then look at attending locksmith training in Alberta (through Red Deer College).
In the U.S. it depends on where exactly your located, but phone up the ALOA and find out where their nearest chapter is and what they recommend for training.
