1) Yes, its called police vetting, im sorry but im not the expert someone like pinky is better on this subject,
2)NO, You will not be in the local police goodbooks if you did that,
3)Its up to you and down to experiance and jugement of charecter, i carry a pad of ownership forms which state that the person signing is the owner or has been authorised to call me out for the work, i do it wrongly in that i only get people who i feel look a little edgey to sign it but my invoices do have a little part on as well that says they are happy with the work undertaken and that they are in a position to have autorised the work, you should either ask everyone to sign somthing or no one, you wont find much trouble as any theives will break and enter not pay a lockie to come out and do it for you, the cases where it may happen (girlfriend changing locks on boyfriends house) you soon get the idea if they are straight or not,
4)Yes, the M.L.A (master locksmiths association) in this country are the main body but the new I.C.L (insitute of certified locksmiths) are hot on their toes, there is also the european locksmiths association but for the life of me i cant remember the correct name and initials, it isnt legal requirement to be a member of anywhere but you do get access to a large database of professionals in all aspects of the industry,
Sorry i havent been any more help but i hope ive given you somthing of use, there are posts about certifacation and ownership sheets etc just have a good look through the starting up as a locksmith threads,
