I've seen this done on Double Sided Deadbolts to convert them to SDB when a landlord didn't want to pay for the replacement. California's one of those states where its illegal for rental units to have double sided deadbolts pre-installed. Something to do with Fire Safety.

And as I said, some states it illegal to sell a house that has them.
You have to uninstall and reinstall a "Standard" deadbolt.
But people put them on themselves after the sale anyway.

To remove it, I would do one of two things. First, for both, I would break off, or cut off the head of the key. Then for one method, I would take apart the lock, and push the key out the back, if the lock allowed it, such as dead bolts, and pad locks. As for locks that dont allow that, I would find the smallest diamond-tipped drill bit that i could, and put the lock in a vice, than drill out the key as close to the bottom of the lock that i could, and hopefully the pieces of the key would then fall out. With this method though, I see many places for error, as you all probably can.
