There is a stainless cap on the lock and u can rotate around but you cant remove it, what is the enginner behind it?? please let me know

That is not a tubular lock.

And to answer your question, that is an anti wrench feature, hardened metal (normally) It is there so someone can not come along with pliers, wrench, etc and torque the lock off whatever it is securing.

I understand why is it there, but what is the mechanical engineer behind it? like how to make it rotate and not have it removed

Well, its not tubular, but it is tubar, and it has two sidebars and 8 pins, or nine if that part that hits the dimple is called a pin, as to the stainless ring, perhaps that is a stainless ring, or maybe its just the chrome plated brass. I havent dissasembled one of these for years, but I seem to recall that the thing is held together by a pin through the side of the lock, just like a tubular lock is :D so if your taking it apart, forget the stainless ring and drill out the pin on the side, carefully if you intend to reassemble it, you may want to think obout tapping the hole and replacing the pin with a screw.

A good opportunity to plug my book (see my signature) called high security mechanical locks. Tubar is in the section on sidebar locks. The protection sleeve is fixed on the front either with a hidden pin or just crimped on (not sure which in this case), obviously you can't just saw the front of the cylinder off. Friendly advice: please post pictures that are not so wide! :)
