utility barrel lock

I need to change my breaker box and the power company wants to charge me $50 to remove the meter. Anyone know how to get it off and back on? It has 1 small hole on the side, 3 holes in the back and a baffle washer. Thanks for any help.

Sorry, cannot help you on that one.. Plus, pulling a meter can easily kill you if your not experienced with electrical work.
