Does this door have windows in it? If not I can give you a description of a bolting/blocking system that is very strong for inward opening doors that requires no key. What kind of frame, metal or wood? Is there any gap between the door and frame? Doors open in or out?
One idea is to use a normal hinge. Screw both sides into the door and frame and remove the pin to release the door. This requires some very careful installation to keep the pin holes lined up and to drill out the pin hole just a little for free movement. If you use 3-4 inch screws into the frame it would take a police barricade ram several tries and a splintered door to get it open.
You should probably replace the screws in the normal hinges anyway.
