hello pals, just might be anyone wish to save some money. this tool is easy to fabricate, the material seems easy to find too. and its a tool for convenience to those who are involved in rekeying conventional profile cylinder.(like yale, cisa, iseo and other that uses similar types of C clips. pls. see picture for construction. (its self explanatory i hope.) however if you still need some help, im free. regards.
