As in your instructions that came with your new practice lock in the section Rekeying Your Practice Lock page 4 you will see this paragraph.
There are 7 of each high security spool and serrated top pins. Normally only a few are used in random pin cells as seen in figs 13, 14 and 15. It’s best not to have a spool pin in every cell. Usually you will not find serrated and spool top pins mixed in the same lock but you can certainly do that. When inserting the spool pins you will notice one end is narrow and the other wider. You want to insert the narrow end first with the wide part at the top by the spring. With the serrated pins you will see the serrations are at one end. You want to insert the serrated end first with no serrations at the top by the spring.
Although you could insert the spool in either way but narrow end first is suggested.
