What kind of lock is this?

Hi there!
Today one of my friends gave me a lock because he knew I could pick locks. He found the lock lying around in his house an though he'd give it to me. Unfortunately there is no key for the lock and I have no idea what kind of lock this is or how to pick it! Your help would be appreciated.
However It may possibly be broken because the tumbler moves freely

I believe that's a lever lock. Similar to the Master Lock No 55 or cheap Abus lever padlocks (although it looks like the new ones don't use a flat key). Lever locks normally require special tools since the mechanism is totally different than a 'normal' pin tumber lock.

Guess it was not manufactured for domestic use, since it has "FOREIGN" written on it. :)

Know that Abus uses the "buffo" name for a few of their products.

I really doubt it is a "lever lock" it looks more like a simple warded padlock to me
the warded padlocks just have one lever, which is likely all the way into the keyway

This isn't really a lock, it's cheap crap. :)
As far as I remember it will open by inserting something like a small flat screwdriver upwards at 11 o'clock position, then push/press it to the right.

Could be one wide spring designed to engage the heel of the shackle and retracted by the key. Differs would be by differing key profiles eg as shown, opposite to that, and a few slightly more complicated varieties, perhaps 6 or 10 in all. Key bitting would be 'for show' and unlikely to have any functionality. Squire (UK) made something slightly similar - two levers holding the shackle directly and three or so ward plates. Flat key profile. Seems makers discontinued these simple padlocks when cheap Asian made wafer and pin tumbler padlocks became available.
