Decoding BEST Cores

Anyone out there have a clue on how to decode a BEST core that is master-keyed? I have a core unloaded and the pinning chart is as follows.

Driver 8,4,7,9,12,5

Control 6,14,12,12,6,10

Master 6,4,4,2,4,2

Bottom 3,1,0,0,1,6

Total 23,23,23,23,23,23.

Since the core was combinated to the BEST standard, so the rule of 13 worked to produce a properly operating control key of 8,1,4,6,9,5.

Now here's where the confusion comes in, I was under the impression that if the bottom pins and the master pins where added together the resultant would produce a control key code, in this case that code being 9,5,4,2,5,8, but the key I cut will not operate the core, so either I cut it incorrectly or there is something awash in my thinking.

At this point I am stuck as I ran out of blanks to experiment with as I stupidly cut 4 blanks bow to tip before thinking to me self "hey dummy BEST is cut tip to bow," so with some down time waiting for more blanks to arrive I figured I would toss this out and see what gets tossed back at me.



BTW this is of course an A2 system.

Edit, control key is actually 5,9,6,4,1,8 not what I posted.
