What kind of lock is this?

What kind of lock is this?

I bought a box of random locks on E-Bay and this little guy was in it. I've never seen a lock or a key like it before and it's got me curious. It's obviously a pin tumbler lock (though by far the smallest I've ever seen), but beyond that I've got nothing. I've turned up a blank on Google trying to identify it with the "FLORA" that's imprinted on the keys (which you can't see in the picture because my camera is a phone). Anyone else recognize it?

I think it is a lock used to lock out mortise cylinders which use old skeleton keys.

That's probably it. The hardware around the lock in that picture looks like some that was rattling around the bottom of the box. I haven't sat down to figure out which hardware goes with which lock out of it, but I can't imagine that there's too many locks that would fit that hardware.

I actually have one of those laying around somewhere. It is a replacement knob which spins freely when locked
