ABSOLOUTELY NOT!!!!! Light tension is all that is needed if you have designed the tension wrench right. not every lock is going to have serrated pins because they do occasionaly get rekeyed by locksmiths with normal lower pins. I have found some American locks with only serrated upper pins and sometimes with all spools
