ABSOLOUTELY NOT!!!!! Light tension is all that is needed if you have designed the tension wrench right. not every lock is going to have serrated pins because they do occasionaly get rekeyed by locksmiths with normal lower pins. I have found some American locks with only serrated upper pins and sometimes with all spools :shock: the upper pins are usually random the older americans contain an average number of 3 spools per lock (in my collection) The pics are here: http://i21.photobucket.com/albums/b283/3up/HPIM3462.jpg for those of you who did not see my thread. Since the pic was taken there were a number of new locks added so i'll have to get an updated photo.

It only takes light tension to set the pins, but it takes a bunch of tension to get the plug to turn. If you keep light tension you might have it picked and not even realize it.

Perhaps the spring tension on my # 700 is stronger than others?

The key blank for 747's was different than the standard American keyway. You'll need to find some PTKB747 blanks (original number) or Ilco A1041U.

Once you've picked it open, which isn't easy, removing the allen screw allows you to drop out the shackle retaining pin. The retainer for the cover on the bottom of the lock is in the bottom of the shackle hole under the spring. Once the shackle is popped out, let the spring from the shackle hole fall out and then start banging the lock on a hard surface with the keyway facing up. If the lock is weathered, it may not just fall out of position and would require some persuasion. But once it's out pf the way, you can slide off the bottom cover. It only has to move about an 1/8th of an inch.
