I have keyblanks similar to those... but they are for the locks that are sometimes found on telstra phone boxes.. I wonder if these locks are of similar make.

The reason jail locks are so large is that the tools required to pick locks that large (with springs that strong) will be correspondingly large and difficult to hide.
