Whats the part called that holds the plug attached to ....

Trying to take apart a lock that has the tailpiece attached to the plug of the cylinder with a metal ring with a gap in it.

Does that ring holder have a proper name and more specifically what tool is used to remove it and put it back.

That would be a circlip (circular retaining clip). You can use the tool meant for the clip or just use a small flat-headed screw driver to pull it off. Most of them have a small notch opposite the gap to aid in removal.

If you don't have the pliers then a sturdy tension wrench works well if you insert the corner of the wrench into the gap between contact points and twist.

Another handy tool is a piece of brickstrap with a V cut in the bottom. I have made a few, and they all work great to take the clips off.

The ring holder is called a circlip groove or just simply a groove,

Circlip pliers are often mentioned but the clip isnt a circlip and crclip pliers will rarely work or at least they are the incorrect tool for doing it,

The clip is a clip, its not a circlip, its an open ended steel clip, they are not sprung like circlips and they dont have the eyes in the ends for circlip pliers,

You didnt mention holes nor springiness and just a gap in a clip so im assumeing its the same as the ones you find in euro locks,

The way to remove them is to pry out one end until it slides off the lock, a screw driver is a favoured tool finished off with some long nose pliers but basically use anything you have that will fit in the gap and force it out then work the clip out,

To put back simply squeeze it back together with your long nose pliers and finsih off with a screw driver if needbe, be careful it doesnt rub on the casement,

If it is indeed a clip with an eye on each end then its a circlip and sprung, two screwdrivers could work at a push but circlip pliers are the correct tool and method of doing it,

What kind of lock is it that you are trying to take apart?
If a lock is a puzzle, then its key is the complete picture
