Do you know the brand of the tubular cylinder in question? Some are more likely to have a fixed pin than others. Also, it is possible that it isn't a fixed pin, but either a chunk of debris, or, espicially if the lock has been in outdoor service, it has a stuck pin. I like to probe each pin to make sure that they move with a paper clip or similar if I think something is odd about a particularly tubular lock.
