whats up with those half moon shaped locks? Are they tobular?

I beleive you mean Abloy locks. A few minutes with the search button will yeild you a great deal of information.

I have seen similar locks on newspaper machines in my area. These were made by a company called BATON, but are probably just an abloy clone.

From my limited understanding of Abloy locks, they use rotating discs. I hope this helps you with your search.
