I saw this post and figured I'd toss my experience in. I picked a up 70mm padlock from Big Lots for ~$5 purely because it mentioned anti-pick pins ect... Didn't have any antipicking locks or any of this design. You can see/read about it here.

Well theres two things about this that I found difficult to pick.
1) It takes an EXTREME amount of force to turn the thing, let alone get the pins to bind. I've bent a hook and tension wrench working on this thing. Its so tough I can easily see someone snapping the key off if the lock was dirty from the elements.
2) I found it very difficult to get the pick (hook) even fully inserted into the lock. On mine the 2nd pin in binds first, and after that you need the jaws of life to force your way under the 3rd pin.
Anyways, maybe its just a stroke of luck with this lock but the technique I've found to work is fairly simple. Apply tension, start with the 2nd pin, force your way back while raising the remaining 2 pins. All 4 will feel to be at the same height. Lessen tension till you hear one click, then reapply tension. It always opens.
No clue why it works, or what type of "pick-resistant" pins are involved.
