No one seems to care about Hurricane Ike (practical)
While Katrina had ample time to evacuate all,
Ike had prisoners chest deep in water, including corrections officials,
begging the question, what happens when Folger-Adams/Southern Steel fails?
Galveston's solution: No one died. Let's try it again.
