Can't open this padlock!!!

Hi guys, long time lurker, first time poster...

I have a situation, we have three lockable bollards outside our office (had to have them installed to stop unauthorized vehicles parking outside.) which we lock with some Master No.40's (no problem getting into them if needed)

Unfortunately a disgruntled neighbor (one of the ones who decided the private property outside the front of our building is ok to park on) has taken it upon themselves to lock one of the bollards in place with one of their own padlocks!

It's some cheapy master imitation but it has this kind of guard thing that spins around before the chamber and I just can't get the bloody thing to open...it's doing my head in!

Can't think of any other way to describe it anyone give me any tips on this?

Why bother? Just cut it off. You can always play with it later if you want the challenge of picking.

Sorry guys my bad, just found out it is a warded padlock...just inserted a bent open paperclip, twisted and pop!

Perhaps you should've turned it over to the police. Seems to me that locking other people's property probably isn't legal.
