Disassemble the lock fully, and use a small grinder to rough out the work then use hand files to finish it, it will be very time consuming or sloppy/useless if you rush it.

Best to get schematics for the lock so you don't cut out or through vital structures or openings/restrictions.

Rotary tool x 1
Hand file set x 1
Universal Vice x 1
Cut-off discs x ∞

Doable, but CNC is by far the most efficient/clean minus the programming if needed.

Some lock mechanism are ideal for that, esp. some rotating disk tumbler locks,
see the one in my signature - I made that with a hacksaw and a file.

I would think on an older brass housed lock you may be able to do it with a bandsaw and a clamp (you wouldn't want your hands very close of course). No matter what, don't forgot to clean it up and de-burr it afterwards.

I just finished my very first cutaway lock this morning. I did it using a flat file and a round thin precision file. I will post photos later tonight

Seriously? Fantastic work!
There is no means by which I can be removed from the love of God. For this, I am indescribably glad.

I made a pretty sketchy one with just a hacksaw, but it works. I took out the plug and pins, then just sawed half way through the lock centered around the pin stacks. Hope that helps.
