i saw this lock i can remember it was were :? but it looks like a circle cut in the metal with aline coming out of the bottom what is this and how do i pick it :?

Sounds like you want to mess around with a tubular lock. I wouldn't suggest it for 2 reasons.
1) Your a complete newbie, stick with schlages and masters >=)
2) Using the powers of logic, I deduct that this lock is not your's, as you are only 13 and noobish. Picking locks is fun, but it is not a game.

Anyways, you have to be pretty comfortable with your tools and experience to pick something like that. Where did you see this lock? Post a picture and you'll get more feedback from this forum. Get the brand name too if you can.
To pick this, your going to need a special tool that probably wont be falling into your lap any time soon. It's specially made for these kinds of locks and generally, is not available to anyone but smithies. Not saying you cant get one with the proper persuasian. Theres probably a website out there that caters to your specific needs. If I'm right about the lock, I'll find a URL that'll hook you up :) . Be forewarned you'd have to shell out a couple hundred to get the tool I'm thinking of.

no it is not a tubular lock it is the kind on most hand cuffs

He might be talking about lever locks, with a hole in the metal and a line

was the hole similar to this

The picture posted is certainly not exclusive of a warded lock. Hone your search-fu on "Lever lock". Oh, and just to let you know, most handcuffs in use in the US are indeed warded locks. You need very little to pick them, even less to shim them, unless they are deadlocked.
