Theorically everything fails at a certain point, in a way or another, though in practice this limit lie in the economically counterproductive or in smaller words, not worth it.
Of the publicly accessible locks (not going into secret URSS locks and other things we've seen just in a couple pictures) I think Abloy Protec PL362 is one of those which I'm not aware of having been picked and Abloy would probably pay some money to anybody opening their lock without its intended key.
