What would this blank be for?

Got a large blank assortment off eBay and I recognize or use almost all of the blanks, except this one:

Two were included. They're Ilco 755 blanks and at first I thought cut keys were thrown in by mistake, but when I looked them up they're supposed to be that way. Any ideas?

That key goes to a Fort cam lock. double sided wafer.The key only works 1 way.The notches on the bottom are to aline the key

@misterj:

There are several types of blanks which come with some material pre-removed, the double sided wafer key you have referenced is one of them -- it is a time saver since all of that material would have to be removed anyway for the key to be cut properly...
