With the specific model of deadbolt the OP is referring to, what you proposed is not possible as the "landlord" key plug and keyway is not the same as the standard KW-1 used by the tenants key...
So in Los Angeles apparently to use these locks would require a three holed door and two deadbolts paired with a passage knob or lever...
