Dial stops after 2 left (ccw) turns. What does it mean?

All most all the 40 digit combo (single dial) locks I have stop on a number after 2 full turns ccw. I'm wondering what it represents and an hour of googling didn't yield any results... I was hoping that some actual locksmiths could help me understand what this is.

It is the first number of the combination.

Sry I cant find the cable for my camera... But if I start at 0 after going around to the right 2 full rotations then I start turning the dial to the left, the dial gets stuck a number which in this case is 15. I dont know the combinations to the locks as they were given to me without one

I have heard that one name brand lock that does this is the master 1500(?) (the one with all the youtube videos with ways of opening) if that helps clear up what I mean.
