The padlocks used on the food pass in some prisons are meant to be disposable in case a set of keys goes missing...
It is much less labor intensive to go from door to door and remove one padlock to replace it for another... It would require a lot more time and labor to use re-keyable padlocks than they would be worth in the "value" of having a product which could be reused...
Some prisons use the big mogul cylinder keyed locks on the food passes... Imagine the labor involved to rekey all of those attached locks if a key went missing...
