These are high security restricted keys, and anybody that is authorized to purchase them could lose their dealer privileges for distributing uncut blanks. Additionally dealers can only source blanks for their own specific restricted keyway(s) and cannot obtain the blanks that Abloy sells directly with retail products (and a security card), they can only order precut keys in this keyway when a customer presents a code card.

It's highly unlikely anyone would take this risk, and I would strongly recommend against them doing so. Frankly you would find it very difficult to cut working Protec keys without the appropriate specialized tooling anyway. The cuts are by angle rather than depth and highly precise. I can tell you from personal experience that a blank mistakenly cut in one position to a lower nunber cut cannot be successfully recut to a higher number. That blank is ruined.
