I picked up an old Yale padlock (no key).
The problem is that while the pins move nicely I can't get any rotation out of the cylinder. I've tried Wd-40, jiggling it, screwdriver, etc... Any thoughts? The poor little guy wants to be opened real bad, I can feel it

You mean all that money on the falle tools and they don't have a solution for that?
When you say the plug won't turn, do you mean absolutely zero turn? I mean, can you even set the pins at all? Or does it turn some, but just won't turn all the way after it's picked?

Yeah, the picks set me back so much I can't afford new locks, only hand-me-downs
I can wiggle the cylinder from side to side but I get "Zero" rotation, no pressure on the pins at all

Is it possible that the heel/toe locking bolts have siezed in their drillings, locking the plug solid? Try squirting some lube in and let it sit for a couple of hours, then tap the shackle with a non-metallic object. (it'd be a shame to mark this lock any more than necessary)
You could also try boiling the lock in oil for a while, then (whilst still hot) attempt to turn the plug with something substantial....ground-down allen key, or similar. Take care not to burn yourself though.
 If it ain't broke.....pull it down and see how it works anyway!

That lock does not have heel & toe locking, the cylinder plug is connected directly to the shackle - so clamp the shackle in the vice and twist the lock body and then see if the pins bind.

I doubt it - padlocks are best left well alone - unless you have a really pressing reason for taking it apart.
