there are several types of shrouded padlocks, the discus, and the ones with bits that come up the legs of the shackle. but years ago in columbia, I saw a type of shroud that was common on those metal shop fronts, it was a plug that fit inside the shackle of the padlock, and had a groove around it that half the shackle would fit in, there was just a small cutout for the hasp of the lock to go through, and another small diagonal cut to help clear the pad lock body when you put this on. It was more effective in keeping out bolt cutters than any shrouded design I have seen, of course, if you welded a stack of washers on the hasp of a lock that used a discus padlock, you could crowd out any bolt cutter. but I dont know why this design has never appeared anywhere else, its so effective and simple.
It looked like this shape 'D' inside the shackle, with just a cut to pass the hasp and a tiny diagonal on the corner to clear the body when installing it.
