Key Blanks and re-pinning kits

Hello all, noob here. My search-fu came up with a few leads, but I am looking for keyblanks and re-pinning kits for Kwikset/Schlage.

So here are a few questions....

I think the Lab LDKU3 rekeying sets looks good, and Home Depot has it for $129.95

Is this a good all-around set?

Also their price on keyblanks is decent:

Box of 250 Kwiksets for $29 and 250 SC1 for $32.

I have a 24 unit apartment complex I am working for and may have a 120+ unit complex that wants masterkeying done.

I am a MISER (Once, I was fighting with someone over a penny and made copper wire out of it :D ) and want to know if these prices are competitive?

lab is a good enough brand, but you'd probably be fine with a .005 set instead of a .003 set.

I'm just amazed that you can get that stuff from Home Depot. If only they stocked specialty stuff like that in the stores.
