I know its been a while since you posted, but I've come to conclusion that not all "FM" blanks are made the same and I do not know who makes them correctly, if there is such thing as "correct".
I think everyone's post is correct for the specific blank core combination they have.

Star: D,G NOT F(unless you REALLY force it)
Unknown make: D,G,E,F(goes in silk smooth)
Left=Star, right = unknown make
Measurements are clearly different

Almost hundredth of an inch of extra thickness is probably enough to cause it to bind in an F keyway.
