I personally see nothing wrong with a 13 year old picking locks *with parental permission*.
As for convincing your parents:
Here's what you DON'T do:
- Don't whine.
- Don't yell.
- Don't pester.
- Don't defy them.
Here's what you DO want to do:
- Speak to them as a responsible young teenager.
- Explain calmly, perhaps over dinner, why you'd like to learn to pick locks.
- Explain to them the importance of ethics within the locksport community.
- Show them the benefits of this hobby.
- Assure them that you're not an idiot (you're not, right?) and that you would never even THINK about picking a lock you shouldn't.
- See if you can't work out an arrangement under the condition that the picks do no leave the house.
- Stick to your promise or you'll lost their trust and they'll have good reason for it.
And to help matters, print off this document:

Read it yourself, then ask them if they'll look it over with you.
If they have any questions or concerns, they are more than welcome to contact me directly via my email button under my signature.
Hope that helps. Good luck, and please be responsible.
