Mersey lock on ebay

A colleague just brought my attention to an interesting high security lock on ebay:

It appears to be a high security Mersey lever lock. I thought these locks were restricted - Government-only use. Is it legitimate to sell them on the open market?

Any lock can be sold, if you are the owner of the lock. Abloy makes also locks that are used by the government and are high secure and still you can see them sold on eBay and similar.

Nice looking lock by the way Reminds me of a safe lock that I once encountered: Round, lever type lock, except it was HUGE.

Having looked as his feedback i would not bid on any item he has to sell and ive just added him to my ban list as i dont ever want the misfortune to have to deal with him,
