I don't know if you're looking for a UK based company or not but there is a company called Multipick-Service in Germany that can ship to the UK. I live in the US and I got my tools in 6 days so they should be able to ship it to your location even faster. I've just ordered from them and it was a positive experience.

Unless you are in the trade, most tools are bought on the internet. Depending on what you are looking for, ukbumpkeys have some very competatively prices tools.

I'd recommend devon locks - the owner frequents this site.

There is also one of those "spy shops" in London, (don't know where) and I seem to recall that they sell basic picks.
It's all about the tension . . .

Nah, I wouldn't buy pick tools from those spy shops. I don't know if its the same over there as it is in the states but a lot of the spy shops in the US tend to over price their pick tool sets. The lockpick/locksmith specialty stores online is much cheaper and usually carry better tools and a larger selection.

Best to get them over the internet. I e-mailed a few locksmith shops in the uk and they would not sell tools to a none locksmith.
I refered them to this site as a reference but still would not budge.
I bought a set of Southord C801, these are slim pick and ideal for the tighter keyways we get in the uk, really well made and more than enough for someone starting off.
I think I got them through a link on this site.

Agreed. Spy shops are for suckers. The whole thing is designed to charge double for stuff you can get elsewhere. They make a big hoo-ha about having surveillance/covert/military equipment in the store, and like you have to be some undercover operative just to get a price quote. They are full of s..t.
Best get your picks off the web unless you are in the trade. Watch out for VAT.
