When a lock false-sets, it turns a bit more than you might expect, but then stops. This happens when the shearline pinches in the gap of a security pin instead of in the gap between the driver pin and the key pin. If the security pin is the driver pin (as it is in most cases) the pin stack needs lifted a little more. Ease off the tension wrench a little bit and push up on the pin you were working on before. You should feel the plug turn back a little as you push the pin up, then the plug should shift back again and set properly. It is possible with spool pins and variations of them that it will have another false set though. Basically, you need to recognize how much the plug should shift for a true set and how much more it will shift for a false set. This is how I do it anyway, although I'm still a relative n00b, but for the locks that I have that have security pins, this works.
