Some friends and I speculate this may be a pick. The knurled upper knob turns and the "fingers" move outward. The center "nail" part does not mover. Can anyone identify this tool? Apologies to the forum if this is not a pick.

Doesn't ring any bells, I would guess a some sort of leather piercing tool.
