I have a keyed-alike pair of 131's and had the same problem at first. It seems the plug has a pretty extreme false set on almost every pin. I don't get any counter-rotation with other pins once I false-set one, no matter how much I ease up the tension.
My solution is literally to haphazardly swipe at all 4 pins with a hook, not trying to push them all the shear but just to get them started, while applying light tension. Too much tension and you'll lock up in false. After 20 seconds or so, I can usually get them to pop this way.
I know, not a very polished pick attack, but it works. I save my polished attacks for 5200's.
