Can someone identify a certain pick for me? It's the third from left.

It looks like a flat piece of metal with slight accordion folding. I've never heard of it before, and suddenly today I start seeing pictures of it in multiple pick sets. I can't imagine how it would be helpful, or the reason for the folding, and a google search doesn't turn up anything useful.
What is this pick called, and what is it used for?
