Pins feel set but isn't

I'm currently trying to pick a Master No. 40 and the last 2 binding pins having me stumped now and then.

According to the key biting, the last 2 pins seems correctly located. The pins feels stiff/won't budge and isn't pushed to the top so i believe it's set, yet the keyway won't turn.

However, by further gliding my pick against pins it is then able to turn.

I tried varying the tension, but i still stumble across the same problem.

It appears i'm oversetting or undersetting, and i'm not sure which and can't picture in my mind or understand what's happening to pins.

Any explanation or advice would be greatly appreciated. Thank you.

Master No. 40 has spool pins. Keep tension (but light tension) on the wrench and carefully lift each pin stack and see if any of those pins make the tension wrench want to turn backwards. That is called counter-rotation. Keep lifting that one until it sets (allow the wrench to turn back a little as the pin lifts). Typically the No. 40s don't have more than two spools.

Thank you so much!

I was trying to figure out for days why i could easily pick it sometimes, and the other times have me totally stumped. Turns out it was a bigger leap from picking No. 3 than i expected.
