when you ask to have all the cuts to the deepest position most of the time they think it is a master key so they ask you your ID card and you pay an extra for this "master key"
I don't know if in your country they ask your ID for a key cut by code
by hand it is nearly impossible to make a bump key for dimple locks for ex
and filing a bump key out ... is difficult and long time consuming but it is possible if you have enough patience ... witth a copy cut key machine even you have a working key with just one cut at the deepest position it takes only 5 mn ! and may be less !

in fact, i have fabricated and used said 'bump keys' on locks-in-hand and they work perfect!! 
However, when you take it to your business, on a REAL door, with the lock INSTALLED.. guess what happens?
