Just lifting the pins up doesn't meant they're set, it just means they're lifted to a certain height and being held in place by the friction of the plug rotating by the torque of your wrench. You can have at rest, underset where the pins stack is lifted but the driver pin is still below the sheer line, set where the key pin is lifted so it is flush with the outside diameter of the plug, thus creating a sheer line, which at the same time means the driver pin or "top pin" was pushed out of the plug and into the bible or lock housing, or overset where the key pin has been lifted past the shear line, thus stopping the plug from rotating.
As you may notice by looking at a house key or padlock key, the cuts (the valleys) are at differing heights, which means that key pushes the pins up to different heights in order to push all the driver or "top pins" out of the way in order for the plug to be able to turn left or right.
